HISTORY, BACKGROUND and  DISCUSSION

The City Commission Ethics and Meeting Rules committee members requested input from Commissioners on whether any revisions to the Code of Ethics should be considered. Some input was received and discussed at the July 21 meeting. Some revisions were recommended by committee members, which were drafted and presented to the committee for review and consideration at the October 12 meeting. Committee members further discussed the draft proposed amendments and recommended they be presented for introduction at the November 10 commission meeting. They are attached.

Recommended revisions update the method by which Commissioners may be notified by the Clerk of a Special Meeting to include email notification, which is set out in 212.02(II).

In addition, revisions were recommended to clarify the use of subpoenas and assistance of attorneys at any Ethics hearing, which are found in 212.05(b)(15). A revision was recommended to correct a long existing typographical error to 212.05(b)(4).

Finally, committee members recommended a revision to the Implementation section found at 212.05(b)(16) to require commissioners to attend a biennial ethics workshop to take place within sixty (60) days after the odd-year City Commission election.
