A Resolution supporting the submittal of application for State financial assistance for Battle Creek Transit for FY 2016 - 2017 under Act No. 51 of the Public Acts of 1951, as amended.

BATTLE CREEK, MICHIGAN - 2/2/2016

Resolved by the Commission of the City of Battle Creek:

 

The City of Battle Creek must provide certain information to the Michigan Department of Transportation (MDOT) when applying for State financial assistance for its public transportation program. It must name an official representative for all public transportation matters who is authorized to provide such information as deemed necessary by the State Transportation Commission or MDOT for its administration of Act 51. The City certifies that no change in eligibility for State financial assistance has occurred during the past State fiscal year. The City of Battle Creek has reviewed and approved the proposed balanced budget within the application for State financial assistance, including estimated funding sources of $1,026,861 Federal funds, $1,325,057 State funds, $938,230 City funds, $387,380 fare box revenues, with estimated expenses of $3,675,095 and ineligible expenses of $1,524 for FY 2016 - 2017.

 

The City of Battle Creek does make its intentions known to provide public transportation service and to apply for State financial assistance with this annual plan in accordance with Act 51. Additionally, Richard Werner, Transit Manager, is appointed the Transportation Coordinator for all public transportation matters, and is authorized to provide such information deemed necessary by the State Transportation Commission or MDOT for its administration of Act 51 for FY 2016 - 2017.

 

The City Manager is authorized to submit to MDOT an application for financial assistance for FY 2017 under Act No. 51 of the Public Acts of 1951. Further, this Resolution also authorizes the City Manager to execute any agreements for the funds requested in the attached application.

 

This Resolution authorizes the City Manager to apply for operating and capital funds to the Michigan Department of Transportation (MDOT) on behalf of Battle Creek Transit for FY 2016 - 2017.

BUDGETARY CONSIDERATIONS

State financial assistance to Battle Creek Transit is based upon a percentage of Transit's annual operating budget, estimated to be $3,675,095. State operating funds in the estimated amount of $1,325,057, or approximately 35.76% of Transit's estimated operating budget for FY 2017, is being requested.  This reflects slightly less funding percentage (36.34%) in state operating assistance compared to FY 2016.   The City's general fund contribution, $938,230, shown in this application for FY 2017 is slightly higher than what was budgeted in FY 2016.  The proposed operating budget figures for FY 2017 reflects a continuation of current services provided by Battle Creek Transit.

 

State financial assistance has not kept pace with the increased cost of providing transit services.  Under Act 51 of the Public Acts of 1951, as amended, State financial assistance for Battle Creek Transit and agencies comparable could be up to 60% of eligible expenses.  State funding, as a percentage of Battle Creek Transit's operating budget, is projected be slightly less (approximately 35.76%) in FY 2017. Also, capital projects were typically funded 80% by the Federal program and 20% by the State program.


HISTORY, BACKGROUND and  DISCUSSION

Each year at this time, public transit systems in Michigan must submit an application to MDOT for financial assistance for the State fiscal year that begins October 1, 2016.   The FY 2017 application covers the period of October 1, 2016 - September 30, 2017. This application includes a proposed budget that must be reviewed and approved for submission.  A public hearing was held on January 5, 2016 for citizen input.  Battle Creek Transit's Local Coordinating Committee (LCC) met on January 19, 2016 to review and discuss the attached application. Also, Battle Creek Transit's Local Advisory Council (LAC) met January 19, 2016 to review and discuss Battle Creek Transit's Vehicle Accessibility Plan update in the attached application.   A 30-day public comment period was provided during the month of December in which the proposed application was noticed in area newspapers and placed on the Transit's website and Facebook page. No comments were received during the 30-day period.

 

This Resolution authorizes the City Manager to submit to MDOT an application for financial assistance for FY 2017 under Act No. 51 of the Public Acts of 1951. Further, this Resolution also authorizes the City Manager to execute any agreements for the funds requested in the attached application.


DISCUSSION OF THE ISSUE

POSITIONS

Battle Creek Transit supports the submittal of this application to MDOT. This application has been reviewed and discussed by the Local Coordinating Committee and the Vehicle Accessibility Plan has been reviewed and discussed by the Local Advisory Council.
