A Resolution supporting the submittal of applications to the Michigan Department of Transportation (MDOT) for FY 2017 Specialized Services and Section 5310 funds.

BATTLE CREEK, MICHIGAN - 2/2/2016

Resolved by the Commission of the City of Battle Creek:

 

The City Manager is authorized to submit applications to MDOT for $92,624 in FY 2017 Specialized Services funds.

 

Moreover, the City of Battle Creek supports requests by area human service agencies of Section 5310 capital funds to purchase vehicles used to provide transportation services to senior citizens and persons with disabilities.

 

The City Manager is also authorized to execute MDOT and third party agreements with local agencies on behalf of the City of Battle Creek for FY 2017 Specialized Services funds.

 

This Resolution supports the submittal of grant applications to MDOT by, and on behalf of local human service agencies for funds to support transportation services to senior citizens and persons with disabilities in FY 2017, covering the period of October 1, 2016 - September 30, 2017.  The Resolution also authorizes the City Manager to execute agreements with MDOT and area agencies for FY 2017 Specialized Services funds.

BUDGETARY CONSIDERATIONS

There are no City funds requested in these grant applications.  All funding will come from MDOT.


HISTORY, BACKGROUND and  DISCUSSION

Each year at this time, Battle Creek Transit works with area human service agencies and organizations to develop and submit grant applications to MDOT.   Funds requested in these grant applications are available under MDOT's Specialized Services and Section 5310 programs to help eligible agencies and organizations  provide transportation services to senior citizens and persons with disabilities.  Community Action, Community Inclusive Recreation, and Marian Burch Adult Day Care Center are requesting a portion of $92,624 in Specialized Services funds to help provide these services.  The actual allocation of these funds for FY 2017 to these agencies was determined and approved by Battle Creek Transit's Local Coordinating Committee (LCC)  at its meeting on January 19, 2016.

 

These applications were developed as part of Battle Creek Transit's "Outreach Plan" that was created in response to a request by the City Commission, as well as a review by MDOT of its grant procedures and how they impacted grantees.  This included timely notification of the availability of State transportation funds to area agencies and technical assistance to help these agencies develop and submit applications.  A public hearing was held on January 5, 2016 to receive citizen input on these applications.

 

Additionally, Community Action, Community Inclusive Recreation, and Marian Burch Adult Day Care Center are making a separate request for capital funds under the Section 5310 program to purchase new or replacement vehicles.  Approval or denial of these applications will be made by MDOT based upon established guidelines and criteria, and available funding.

 

This Resolution supports the submittal of applications by the City, and by human service agencies, to MDOT for State funds for FY 2017 beginning October 1, 2016.  The Resolution also authorizes the City Manager to execute agreements with MDOT and the human service agencies for FY 2017 Specialized Services funds.


DISCUSSION OF THE ISSUE

POSITIONS

The Local Coordinating Committee (LCC) met on January 19, 2016 and reviewed and discussed the Specialized Services application and allocated the Specialized Services funding as noted in the Specialized Services application. The Local Advisory Council (LAC) met on January 19, 2016 and reviewed and had the opportunity to comment on the Human Service agencies 5310 applications vehicle accessibility plans.

 

Battle Creek Transit supports the submittal of these applications to MDOT.
