A Resolution approving the Capital Improvement Program for Fiscal Years 2017-2022

BATTLE CREEK, MICHIGAN - 5/3/2016

Resolved by the Commission of the City of Battle Creek:

 

Under the Michigan Municipal Planning Commission Act (PA 33 of 2008, as amended), the City is required to prepare annually a capital improvement program of public structures and improvements (CIP) in order to "further the desirable future development of the local unit of government under the master plan".

 

On April 27, 2016 the Planning Commission held a public hearing to receive public comments regarding the CIP covering fiscal years 2017 through 2022.  The Planning Commission then recommended approval of the CIP to the City Commission through an affirmative vote.

 

The CIP document is not only a useful planning tool, but also serves as a finance and budgeting tool.  Projects identified in the CIP may come before the City Commission during the budgeting process, or as contracts to complete a project that is identified in the document.

 

By way of approval of this resolution, the City Commission adopts the CIP for Fiscal Years 2017-2021 as attached.

BUDGETARY CONSIDERATIONS
Individual projects identified within the CIP will come through the normal budgetary processes for City Commission approval.  Inclusion in the CIP alone does not signify funding.

HISTORY, BACKGROUND and  DISCUSSION

State planning legislation has included requirements for the adoption of a six-year "comprehensive program of public structures and improvements", or a "Capital Improvement Program", most recently in the Michigan Planning Enabling Act, Public Act 33 of 2008.  Under the City Manager and Finance Director's leadership, this document is compiled and tabulated with input from all other city departments in accordance with State Law. 

 

To be considered as a "capital improvement" for this document, a project must:

     1.  Have an estimated cost of at least $25,000, and

     2.  Have a minimal useful life of at least five (5) years.

 

This year was the first to use Priority Based Budgeting for the CIP.  Projects that did not have identified funding and had costs in fiscal year 2017 were scored by a cross-functional team of City employees and were prioritized based on Community Results and basic program attributes..

POSITIONS
The Battle Creek Planning Commission recommended approval of the FY 2017-2022 CIP to the City Commission through an affirmative vote at their April 27, 2016 meeting.
