Resolved by the Commission of the City of Battle Creek:

 

The proposal of best value for a workers’ compensation third party administrator is accepted from Eagle Claims Management, LLC in a not-to-exceed three-year amount of $103,785.00. The City Manager is authorized to execute Contract No. 2016-074R and all renewals, which will be paid from BU/Account 08.642.9500.801.010.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION
The solicitation was issued April 27, 2016, for third party claims administration for the City’s self-insured workers’ compensation plan.

Copies of the RFP were provided to five firms. In addition, an advertisement was placed in the Battle Creek Enquirer and the City’s website.  Proposals were due on May 18, 2016. Responses were as follows:

Underwriters
Cannon Cochran Management Services
Mackinaw Administrators
Eagle Claims
Compone Administrators
ASU Group
JWF Specialty Company

Copies of the proposals were sent to the following selection committee members for review:

Joyce Snow, Human Resources
Elizabeth Riser, Human Resources
Tracy Hovarter, Finance

Committee members reviewed and scored each proposal relative to the evaluation criteria set forth in the RFP.  The Committee met on June 3, 2016, to discuss their scores and arrive at consensus scores.  Those scores out of 100 were as follows:

Eagle             87
Compone      73
JWF              68
Mackinaw      67
ASU              64
Cannon         60
Underwriters 59

The Committee agreed to award to Eagle Claims for two reasons.  First, because there was a clear break between their score as the top scoring firm and second scoring firm. Second, Eagle Claims is the incumbent provider and has performed well for many years.

I agree with the committee’s selection to recommend award to Eagle Claims.
