Resolution authorizing the City Manager to sign Interlocal Agreements permitting the City of Battle Creek to provide Fleet Services for surrounding municipalities. 

BATTLE CREEK, MICHIGAN - 8/16/2016

Resolved by the Commission of the City of Battle Creek:

 

   The Michigan Constitution of 1963, Article 7, §28, and the Urban Cooperation Act of 1967, being MCL 124.501, et. seq. (the "Act"), permit a political subdivision to exercise jointly with any other political subdivision any power, privilege or authority which such political subdivisions share in common with which each might exercise separately; and

 

    Due to the fact that some areas of municipal services need to meet specific standards or details which require specialized skills and knowledge, and it is difficult for public entities to locate service providers that are able to perform those specialized services, economically, properly and timely; and

 

    Battle Creek has specific areas of expertise in its Fleet Services Division and has the facilities and personnel capable to perform Fleet Services for both itself and for surrounding municipalities; and

 

    Battle Creek is licensed by the State of Michigan as a Motor Vehicle Repair Facility at the Fleet Services Department garage located at 154 S. Kendall Street; and

 

    Battle Creek is able to provide Fleet Services to surrounding municipalities on an as-requested basis as Battle Creek's schedule and City work load allows; and

 

    The City Manager is authorized to enter into Interlocal Agreements with surrounding municipalities under the terms and conditions as set out in the attached form agreement.

BUDGETARY CONSIDERATIONS

This Agreement will provide additional revenue to the Fleet Services Division of the City of Battle Creek.


HISTORY, BACKGROUND and  DISCUSSION

The City's fleet services division, located at 154 S Kendall Street, has 22 bays for vehicles to be serviced and/or repaired. The City employs nine state-licensed mechanics, with each mechanic responsible for vehicles in two bays, on average. There are times when some bays are not being used for repairs and/or services on City vehicles.

 

The City obtained its State of Michigan license as a Motor Vehicle Repair Facility in July of this year, authorizing it to perform repairs on vehicles whose ownership rests with other than the City of Battle Creek. Several smaller municipalities who do not have their own fleet services are interested in having the City perform their vehicle repair and maintenance.  

 

Entering into Interlocal Agreements with surrounding municipalities will help to make our fleet services division more cost-effective by providing additional work to perform with compensation from the surrounding municipalities.

POSITIONS
The Public Works department and the City Manager's office are in support of entering into Interlocal Agreements with surrounding municipalities to provide fleet services under the terms and conditions as set out in the attached agreement.
