Resolved by the Commission of the City of Battle Creek:
The lowest responsive, responsible bid for the tandem axle plow truck chassis is accepted from Grand Traverse Diesel Service, Inc. in a not-to-exceed amount of $313,500.00. The City Manager is authorized to execute Contract No. 2017-039B.
The City Manager or her designee is also authorized to execute change orders up to 10% in aggregate for City-initiated and pre-approved changes during this project.
These contracts will be paid from account number 641.24.9320.972.020 – General Equipment, Equipment & Machinery.
I, Victoria Houser, City Clerk of the City of Battle Creek, hereby certify the above and foregoing is a true and correct copy of a Resolution adopted by the Battle Creek City Commission at a Regular meeting held on February 7, 2017.

HISTORY, BACKGROUND and DISCUSSION
| The solicitation was issued December 6, 2016, for the above-mentioned project. This project consists of the purchase of three tandem axle plow truck chassis for use by the Fleet Services Department. The chassis will be up fitted with equipment to operate as snow plow truck, for ex. Snow plow, salt box, hydraulics etc. The up fitting equipment will be bid out separately and Fleet Services plans to install those items.
Copies of the IFB were provided to six contractors. In addition, an advertisement was placed in the Battle Creek Enquirer and on the City’s website. Bid responses were due on January 3, 2017. The bids were as follows:
Freightliner of Grand Rapids $307,237.20
Grand Traverse Diesel $313,500.00
W. Michigan International $324,639,98
JX Peterbilt $341,997.00
The bids were reviewed by Steve Siemen in Fleet Service Department. The lowest bidder Freightliner of Grand Rapids did not meet the specification (see attached memo from Steve Siemen for more detail). A recommendation was made to accept the lowest, responsive, responsible bid from Grand Traverse Diesel Service, Inc. See the attached recommendation letter from Steve Siemen. I concur with the department’s recommendation that contract award to this firm would be in the best interest of the City of Battle Creek.
