Resolved by the Commission of the City of Battle Creek:

 

The City Manager is authorized to execute contract #2017-065C with Logicalis, Inc. for a replacement citywide phone system in an estimated amount of $494,724.04, with unit prices prevailing.  The City Manager or her designee is also authorized to enter into annual maintenance agreements for the life of the system.

This contract will be paid from 671.10.9160.972.010

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION

The City has a need to replace its phone system, which is outdated and at risk for critical failure.  See Charles Norton’s attached memo for more detail.

The State of Michigan, through its MiDeal program, has publicly competed and negotiated certain contracts on behalf of over 1000 smaller public agencies (e.g., cities, townships, counties, schools, hospitals, tribes), to leverage the power of economy of scale for such things as road salt, janitorial supplies and office supplies. One of those available contracts is for phone systems.  

Mr. Norton, with approval from Purchasing, contacted the MiDeal contracted vendor, Logicalis, to evaluate their system and obtain pricing. Logicalis is the vendor that provided systems for both Calhoun and Eaton counties and comes highly recommended.

After determining that Logicalis’ system would work for our needs and that the pricing was within market, he has asked that we set up a contract with Logicalis for our own system.  Being able to work with an already contracted vendor, as opposed to going out for an RFP ourselves, has saved 6-12 months’ worth of time.  Logicalis has been vetted by the State, approved for our use, and provided special pricing as a result of the extended purchasing contract.

The City of Battle Creek Administration Code allows for purchases outside of the bid process if it’s in our best interest to do so. We have bought off the State of Michigan extended purchasing publicly bid contracts when it’s in our best interest for more than 30 years because we have blanket authority to do so (reso #78 dated 6/15/82).  However, due to this high dollar amount, we are seeking specific directed authority for the City Manager to sign this agreement.
