A Resolution accepting the lowest responsive, responsible bid for City Hall windows project from Battle Creek Glass Works, Inc., in a not-to-exceed amount of $308,157.00.

Resolved by the Commission of the City of Battle Creek:

 

The lowest responsive, responsible bid for City Hall windows project is accepted from Battle Creek Glass Works, Inc., in a not-to-exceed amount of $308,157.00. The City Manager is authorized to execute Contract No. 2015-027B, which will be paid from BU/Account 408.01.4340.971.040.  The City Manager or her designee is also authorized to execute City-initiated and pre-approved change orders up to 10% of the project cost, in aggregate.

HISTORY, BACKGROUND and  DISCUSSION

The solicitation was issued December 23, 2014, for the above-mentioned project. This project consists of  replacing all the windows at City Hall, as well as replacing the east end entrance doors (outside set only).  The attached memo from Sue McBride, City Hall Facilities Manager, explains the project in more detail.


Copies of the IFB were provided to sixteen contractors and four construction plan houses. Construction companies and the trades subscribe to planhouses to be aware of all jobs being bid around the region.    In addition, an advertisement was placed in the Battle Creek Enquirer and on the City’s website.  

Bid responses were due on January 21, 2015.  The bids were as follows:

Battle Creek Glass Alternate $298,757

Battle Creek Glass $308,157

Blackberry Systems $316,000

Double O Supply $323,189

Roger’s Glass $330,000


The bid for Battle Creek Glass that was read aloud at the bid opening was for their alternate bid, and their bid to spec was included further down in their submittal packet. That second bid was not read aloud, but it was included and submitted with all the other bids by the specified date and time, and it was therefore considered.


Sue McBride, City Hall Facilities Manager, reviewed the submittals.  The Invitation for Bid specified EFCO 510-1, and we did allow for the submittals of equals.  We have rejected Battle Creek Glass’s bid for their alternate as not being equal to EFCO 510-1.  Their bid of $299,157 was specifically for EFCO 510-1, and so we have accepted that submission.


Battle Creek Glass, Inc., has been a long established business in town, and they were also the firm that installed the windows  in the mid 1980’s renovation of City Hall.  

A recommendation was made to accept the lowest, responsive, responsible bid from Battle Creek Glass, Inc.  I concur with the department’s recommendation that contract award to this firm would be in the best interest of the City of Battle Creek.
