Resolved by the Commission of the City of Battle Creek:
The City Manager is authorized to execute an MDOT Federal/State/Local Grant Contract and all related documents which provide funds to rehabilitate Runway 5L/23R.
I, Victoria Houser, City Clerk of the City of Battle Creek, hereby certify the above and foregoing is a true and correct copy of a Resolution adopted by the Battle Creek City Commission at a Regular meeting held on August 4, 2015.

| BUDGETARY CONSIDERATIONS
| This contract provides federal funds from the FAA Airport Improvement Program which requires matching funds from the State and Local sponsor, the City of Battle Creek. The table below indicates the total share amounts for this contract as provided by MDOT in the project narrative submitted with the grant application. The local share has been budgeted for in the airport enterprise fund.

| HISTORY, BACKGROUND and DISCUSSION
| Runway 5L/23R is the airport's 10,004 foot runway and an essential part of the heavy infrastructure required to serve large commercial/military aircraft. The last surface treatment applied to runway 5L/23R was completed in 1998 in the form of a porous friction course. That treatment has met its useful life and needs to be replaced next summer in order to maintain a safe and efficient operating environment at the airport. The design calls for a 4 inch mill and overlay, new blast pads at each end of the runway, and various electrical improvements. The project also includes the paving of certain sections of the airport perimeter road.
