A Resolution establishing a new Charter between Neighborhood Planning Councils and the City of Battle Creek.

BATTLE CREEK, MICHIGAN - 8/4/2015

Resolved by the Commission of the City of Battle Creek:

 

For over thirty five years Neighborhood Planning Councils have been a vital partnership between city government and residents in the important work maintaining and improving healthy neighborhoods.  

 

Since Neighborhood Planning Councils were originally formed in November, 1979, changes have occurred in our neighborhoods and community making it important to update and clarify the roles and responsibilities of Neighborhood Planning Councils, their relationship to city government, the supports provided by the City for their work and their guidelines for operation.  

 

 

To that end, following extensive input from residents, the NPC Charter has been amended to better reflect our community and establish a framework for officials, administrators and employees of city government and NPC members to consistently work in a way that promotes neighborhood interests, neighborhood improvements and neighborhood characteristics to the fullest.

 

The City Commission hereby adopts the Neighborhood Planning Council Charter, including the Dissolution and Reinstatement Policy, as set forth in the attached document.

 

Further, Resolution No. 263 (June 21, 2005) and its attachments are hereby rescinded.

HISTORY, BACKGROUND and  DISCUSSION

Citizen engagement and community improvement has long been a value for this community understanding that each neighborhood is unique with its own assets and challenges.  

 

Revisions to the NPC Charter, to include the addition of the Neighborhood Planning Council Dissolution and Reinstatement Policy, were made following input and support from NPC members.   

 

City staff held public meetings on June 2, 2014 and December 1, 2014 to review, discuss and gather feedback.  Following the public meetings, NPC's were asked to share and discuss this information at their regularly scheduled NPC meeting and provide the City final recommendations.
