Resolved by the Commission of the City of Battle Creek:
For many years, Neighborhoods, Inc., of Battle Creek (NIBC) has assisted the City of Battle Creek in addressing housing issues in the community, particularly in low-to-moderate income neighborhoods. Neighborhoods, Inc., has assisted the City through the promotion and development of home ownership through customer education and lending assistance as well as through mortgage intervention and the promotion of improvement investment in the community.
As the only Federally-recognized Community Housing Development Organization in the community, NIBC enables the community access to State and Federal funding programs not otherwise available to the community.
This resolution authorizes the City Manager to execute an Agreement between Neighborhoods, Inc., of Battle Creek and the City of Battle Creek in the amount of $150,000 for fiscal year 2015 - 2016 for Neighborhoods, Inc., to promote homeownership and home improvement investment in the Battle Creek community.

| BUDGETARY CONSIDERATIONS
| The City Commission authorized the allocation of $150,000 to Neighborhoods, Inc., in its approval of the FY15-16 budget for this purpose in account 101.50.9630.957.010. | HISTORY, BACKGROUND and DISCUSSION
| Neighborhoods, Inc. of Battle Creek (NIBC) has a long history of supporting and assisting the City with housing issues in the community, especially in the areas of promoting homeownership and home improvement. For the past several years, this support and assistance has been authorized through an annual contract arrangement between NIBC and the City. NIBC is recognized by the Federal government as a Community Development Housing Organization, which allows the Battle Creek community to have access to Federal dollars that would not otherwise be available to our community.
Around 11% of NIBC's operating funding comes the City, with most of the remainder provided by other local funding sources. The other local funding sources are committed to supporting NIBC's activities, but are also strong in their belief that the City's financial support of the organization is necessary. The allocation for and contract with NIBC serves to document that City support.
The support and assistance activities provided by NIBC over the years has changed, depending upon not only the amount of funding allocated, but also based on community needs and NIBC's expertise at the time. For many years, resident engagement/neighborhood organizing was a core service provided by NIBC, but such activities have become less emphasized through NIBC in recent years. Over the past few years, economic conditions created the need for mortgage intervention and financial assistance and advisement for homeowners and NIBC played a major role in that regard, thus helping the City stabilize the economic conditions in many neighborhoods. The need for mortgage intervention services has lessened over the past few years as economic conditions in the community have improved since the downturn in 2008.
The contract with NIBC for the current fiscal year focuses on NIBC's continued efforts around home ownership and financial fitness education and counseling programs, which is really the organization's greatest strength. It also commits NIBC to support, when requested by the City, community/resident engagement programs.
