Resolved by the Commission of the City of Battle Creek:

 

The proposal of best value for water engineering services from Jones & Henry Engineers, LLC, is accepted on an as-needed, time and materials basis, with contracted hourly rates per job classification.  It is anticipated that this contract could exceed $50,000 in a year. 

The City Manager is authorized to execute Contract No. 2016-001R with Jones & Henry Engineers, LLC, which will be paid from 591.23.5887.801.010 Water, Professional Services.

HISTORY, BACKGROUND and  DISCUSSION
The City’s Administrative Code has exempted professional services from competition.  However, we often will formally request proposals in order to establish hourly rates for those services in order to more quickly move on projects, as needed.  

This contract is being submitted for Commission approval because it’s possible that those services might exceed $50,000 over the course of a year.

A solicitation was issued June 16,  2015, for the purpose of contracting for the City’s annual requirements for engineering services for the production and transmitting of potable water.  This includes studies, modeling, and capital improvement recommendations for pumping and treatment at the Verona Well field, along with supporting booster stations, pressure tanks, and distribution of the city’s water system.

Copies of the RFP were provided to six contractors. In addition, an advertisement was placed in the Battle Creek Enquirer, the City’s website. Proposals were due on July 15, 2015. Responses were as follows:

Copies of the proposals were sent to the following selection committee members for review:

Kurt Tribbett, Engineering Administrator
Perry Hart, Utility Administrator
Rich Beardslee, Water Superintendent


Committee members reviewed and scored each proposal relative to the evaluation criteria set forth in the RFP, then met to arrive at consensus scores.  Those scores out of 100 were as follows:

Committee members unanimously agreed that award to the highest scoring firm, Jones and Henry, would be in the City’s best interest.
