A Resolution authorizing the City Manager to proceed toward implementation of recommendations necessary to receive Redevelopment Ready Communities Certification from the Michigan Economic Development Corporation (MEDC).

BATTLE CREEK, MICHIGAN - 9/15/2015

Resolved by the Commission of the City of Battle Creek:

 

That Battle Creek City Commission Resolution 225 of August 12, 2014, supported the City of Battle Creek's participation in the Redevelopment Ready Community (RRC) initiative, which promotes communities that are competitive and ready for redevelopment.

 

The process and eventual certification ensures that a community is transparent, predictable, and efficient in its daily development practices, which includes having a streamlined development review process. Local procedures and processes were evaluated against six best practices and resulted in the City receiving a report of findings and strategies to implement.  

 

The MEDC has now presented its recommendations to the City Commission and finding that the implementation of best practices and strategies for the optimum redevelopment of land is important to the community, the City Commission hereby authorizes the City Manager to proceed toward implementation of the recommendations necessary to receive Redevelopment Ready Communities Certification from the Michigan Economic Development Corporation.

SUMMARY

BUDGETARY CONSIDERATIONS

There will be minimal expenses, majority of which will be staff time in implementing the recommendations of the RRC evaluation.


HISTORY, BACKGROUND and  DISCUSSION

The City applied for and was selected for the Redevelopment Ready Communities (RRC) program, a state-wide initiative of the Michigan Economic Development  Corporation (MEDC). The program evaluates communities against a set of best practices, then offers an assessment and recommendations for achieving

certification. Certification in the program indicates a community that has created a transparent, predictable, and efficient process for investors, businesses, and residents working within a community to seek quality development opportunities. 

 

The RRC program promotes redevelopment strategies using a set of best practices developed by experts in the public and private sector. The RRC best practices include the following categories:  Community Plans and Public Outreach, Zoning Policy and Regulations, Development Review Process, Recruitment and Education, Redevelopment Ready Sites, and Community Prosperity. 

 

The evaluation has been complete, and presented to the Commission. This Resolution authorizes the City Manager to proceed toward implementation of the recommendations in the report. Certification is awarded once a community demonstrates all best practice components have been met.
