BATTLE CREEK, MICHIGAN - 11/10/2015

The City Manager is authorized to execute a one-year contract with four optional one-year renewals with Evoqua Water Technologies LLC for the purchase of Bioxide, in an estimated annual amount of $104,000 with unit prices prevailing.  This contract no. 2016-021C will be paid from 590.24.5550.727.100 Wastewater Materials & Supplies/Chemicals.

BUDGETARY CONSIDERATIONS
An estimated annual amount of $104,000 will be charged to 590.24.5550.727.100, wastewater Materials & Supplies/Chemicals.

HISTORY, BACKGROUND and  DISCUSSION
The City has a need for the continued reduction of sewer corrosion and odor throughout several locations of sewer line in the City.  After trying several products, the Wastewater Treatment Plant found that only calcium nitrate (trade name Bioxide) has been successful in minimizing corrosion and odor.

Resolution #53 dated 2/5/13 approved a three-year contract with Siemens Industry Inc. for the purchase of Bioxide.  During the life of that contract, Siemens Industry Inc. was bought by Evoqua Water Technologies LLC, and Evoqua assumed Siemens’ contract with the City.  That contract expires on November 30, 2015.

The attached letter from Richard Beardslee, Wastewater Superintendent, explains the technical reasons for this requirement.

Bioxide remains the best product currently on the market for its purposes.  Therefore, it would be in the City’s best interest to enter into another contract with Evoqua Water Technologies LLC for the purchase of Bioxide.  The contract will have four one-year renewals, so in the event that technology changes, we are not locked into a five-year contract.
