SUMMARY
A Resolution changing the City Commission regular election from November in odd years to November in each even year commencing with the city election in November 2020.

BUDGETARY CONSIDERATIONS
It is estimated that changing the City Commission election from November of odd years to the even year November general election will save the City $30,000 every two years.

HISTORY, BACKGROUND and  DISCUSSION

Michigan Election law was amended in 2012 in a number of areas. Among those changes is when City elections are held. This change allows a City that holds its election for city offices in November of odd years to change it to even years in November regardless of what is provided in the City Charter. This change may be made by resolution without a charter amendment.

Voter turnout in the City Commission odd year elections is very low. The turnout in the 2015 election was 8.46%, while in the even year elections, turnout is greatly increased. Voter turnout in November of 2014 was 32.41%, and it was 53.5% in the November, 2016 presidential election.

Those Michigan municipalities who have made this change from odd year to even year elections have seen increased voter turnout and a great cost savings.
