Resolved by the Commission of the City of Battle Creek:

 

The lowest responsive, responsible bid for AOMF Drainage Improvements project is accepted from Hunter-Prell Company in a not-to-exceed amount $65,000. The City Manager is authorized to execute Contract No. 2017-036B, which will be paid from account 580.20.5393.801.010.

The City Manager or her designee may also issue change orders up to 15% in aggregate for City-initiated and pre-approved change orders.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION

The solicitation was issued December 1, 2016, for the above-mentioned project. This project consists of improvement of the drainage around the Airport Administration office building.  Drainage improvements are needed because there are several springs in the area that impact the water table around some of the building causing some of the sidewalks to heave during the winter.

Copies of the IFB were provided to five contractors and four construction plan houses. Construction companies and the trades subscribe to planhouses to be aware of all jobs being bid around the region. In addition, an advertisement was placed in the Battle Creek Enquirer and on the City’s website.  Bid responses were due on December 21, 2016.

 

The bids were as follows:

Hunter Prell $65,000.00
Hoffman Bros $78,245.79

The Airport asked us to delay award due to various issues.  The bids were only valid until March 21, 2017, but Hunter Prell has agreed in writing to hold their bid price and enter into a contract with the City if we award before July 31, 2017.

The bids were reviewed by Larry Bowron, Transportation Director.   A recommendation was made to accept the lowest, responsive, responsible bid from Hunter-Prell Company.  I concur with the department’s recommendation that contract award to this firm would be in the best interest of the City of Battle Creek.
