A Resolution authorizing the City Manager to execute Grant Agreement P0130595 from the W. K. Kellogg Foundation in the amount of $1,479,450.

BATTLE CREEK, MICHIGAN - 7/18/2017

Resolved by the Commission of the City of Battle Creek:

 

The City of Battle Creek desires to expand its capacity to provide economic and community development services city-wide.  In order to support the effort, the city is seeking funds from the W.K. Kellogg Foundation to support the planning and execution of its economic development strategy including funds for staffing, consulting services, materials and supplies and support for project implementation.

 

This Resolution authorizes the City Manager to execute Grant Agreement P0130595 from the W. K. Kellogg Foundation in the amount of $1,479,450 over a three year period.

SUMMARY 

A Resolution authorizing the City Manager to execute Grant Agreement P0130595 from the W. K. Kellogg Foundation in the amount of $1,479,450.


BUDGETARY CONSIDERATIONS

The grant is expected to result in an increase in grant revenues for FY 2018 off set by expense related to grant implementation.  Grant funds will be used to support the efforts of the city’s economic and community development teams.  Expenses will be charged to various economic development and community services accounts. 


HISTORY, BACKGROUND and  DISCUSSION

The City is seeking to restructure and expand the city’s delivery of economic development services in conjunction with Battle Creek Unlimited (“BCU”) to provide greater support for small business and entrepreneurialism.  By expanding services city-wide, we believe we can grow the economic base of the community and create greater wealth for all.

 

To assist in the implementation of community-wide economic development services, the city is seeking grant support for planning and implementation of business recruitment and retention efforts, an analysis of community development services and support for an effort to strengthen vulnerable neighborhoods through housing incentives and targeted placemaking interventions.

 

The W.K. Kellogg Foundation has awarded the City a grant in the amount of $1,479,450 over three years to provide staff support for work plan technical assistance, community development planning, resource mapping, contract administration, the planning and implementation of a placemaking initiative, recruitment and retention software, housing incentives and program evaluation.

 

The implementation of grant activities will be supervised by the City Manager’s office with the assist of the city’s economic development and community services personnel.
