A Resolution authorizing the filing of a grant application with the Department of Transportation, United States of America, for grants under the Urban Mass Transportation Act of 1964, as amended.

BATTLE CREEK, MICHIGAN - 9/5/2017

Resolved by the Commission of the City of Battle Creek:

 

That the City Manager is authorized to execute and file applications on behalf of Battle Creek Transit and the City of Battle Creek with the U.S. Department of Transportation, to aid in the financing of operating and capital projects, pursuant to Section 5307 of the Urban Mass Transportation Act of 1964, as amended.  The City Manager is authorized to execute and file assurances or other documents pertaining to Title VI of the Civil Rights Act of 1964 and to set forth and execute affirmative minority business policies. The City Manager is authorized to execute grant contract agreements on behalf of the City of Battle Creek with the U.S. Department of Transportation for financial assistance as part of Battle Creek Transit's FY 2017 Section 5307 operating assistance and Congestion Mitigation Air Quality (CMAQ) capital assistance grant applications. 

 

This Resolution authorizes the submittal of a grant application and execution of a grant agreement with the Federal Transit Administration ( FTA ) for federal operating assistance, capital assistance and competitive grants.  Funds requested in this application will be used to cover a portion of Battle Creek Transit's operating budget for the fiscal year ending June 30, 2017.  In addition, Battle Creek Transit will be using CMAQ funds to replace one (1) existing vehicle which has met its required service life and are used on a daily basis as part of Battle Creek Transit’s fixed route service.

BUDGETARY CONSIDERATIONS

Battle Creek Transit is requesting $1,056,508 in Federal operating funds for the current fiscal year ending June 30, 2017.  Battle Creek Transit is also requesting $177,858 in CMAQ Federal funding.


HISTORY, BACKGROUND and  DISCUSSION

Battle Creek Transit annually prepares grant applications to the FTA for Federal funds to help support the operating costs of services, as well as the replacement of vehicles and other capital projects.  Typically, this grant application process is initiated in June or July.  When approved by the City Commission, the grant application is then submitted electronically to the FTA.  Following the City Manager's execution of the grant award, the Finance Department will submit a reimbursement request to FTA for the operating assistance grant funds.  Other fund reimbursements will be requested as each project is completed.  Battle Creek Transit has complied with the public review process mandated by the FTA which includes putting notices in the local newspaper, posting the grant application on the City's website, and providing a 30-day comment period.

 

This Resolution authorizes the City Manager to submit an application, as well as execute a subsequent grant agreement between the City of Battle Creek and the FTA for FY 2017 operating assistance and CMAQ funds.
