A Resolution authorizing the City Manager to enter into an agreement with the Michigan Department of Environmental Quality to accept grant funding assistance from the Pilot Drinking Water Community Water Supply Grant Program in order to replace lead service lines and galvanized steel service lines.

Resolved by the Commission of the City of Battle Creek:

 

That the City Manager is authorized to enter into an agreement with the Michigan Department of Environmental Quality (MDEQ) to accept grant funding assistance from the Pilot Drinking Water Community Water Supply Grant Program in order to replace lead services and galvanized steel service lines.

SUMMARY 
A Resolution authorizing the City Manager to enter into an agreement with the Michigan Department of Environmental Quality to accept grant funding assistance from the Pilot Drinking Water Community Water Supply Grant Program in order to replace lead service lines and galvanized steel service lines. 
BUDGETARY CONSIDERATIONS

The grant has made a not-to-exceed amount of one million dollars available to the City of Battle Creek for replacement of lead service lines and galvanized steel service lines.  There is no local match for this grant assistance. 

 

At this time, it is the determination of the City that a grant request in the aggregate principal amount not to exceed one million dollars is hereby requested from the MDEQ to pay for the abovementioned undertakings.


HISTORY, BACKGROUND and  DISCUSSION

The City of Battle Creek has annually been replacing lead services;  however, due to the Flint crisis, the scope of this was dramatically increased.  This grant will allow us to accelerate the number of services we can replace with funds not presently available in the City's budget.  This grant would also require us to replace water service lines on private property that are either steel or lead.  It is atypical to find private lines that are steel or lead but, if identified while replacing the right-of-way service, crews will extend the replacement up to the meter within the residence with notification and cooperation of the homeowner.

DISCUSSION OF THE ISSUE

POSITIONS
This grant is for the health and welfare of our citizens and aids in covering costs and expediting the need for replacement of lead service lines as well as galvanized steel service lines.  Therefore, the City's Department of Public Works and Water Distribution Department are in favor of accepting the grant funding available from the MDEQ.
