Under Title I of the Housing and Community Development Act of 1974, as amended and the Cranston-Gonzalez National Affordable Housing Act of 1990, the City of Battle Creek is required to prepare a plan that describes how the City will allocate Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds to meet the needs of low and moderate income persons of Battle Creek.
To that end, an Annual Action Plan is completed annually to describe the activities that will be undertaken to address the needs identified in the current 5-Year Consolidated Plan. The Annual Action Plan also serves as an application for Community Development Block Grant and HOME Investment Partnership funds.
The City of Battle Creek has prepared a draft 2018-19 Annual Action Plan. The Annual Action Plan describes the activities that will take place during the 2018-19 Program Year (July-June). The draft Annual Action Plan was made available to the public on Tuesday, March 27, 2018.
During the past several months, numerous workshops and public hearings have been held for the purpose of identifying housing and community development needs.
A formal 30 calendar day comment period on the draft 2018-19 Annual Action Plan commenced on March 27, 2018 and concludes on April 25, 2018. During this period, copies of the Plan may be reviewed at the Community Development Division Office, City Hall, 10 North Division Street, Room 117.
On March 6, 2018, there was a Public Hearing held before the City Commission on the Proposed Budget and Proposed CDBG and HOME Activities for the 2018-19 Program Year. Citizen comments made during all related Public Hearings and during the 30 day comment period will be included in the final 2018-19 Annual Action Plan, as appropriate.
The 2018-19 Annual Action Plan should be submitted to the US Department of Housing and Urban Development (HUD) no later than May 9, 2018. Prior to submission to HUD, the Battle Creek City Commission must adopt the plan.
