Resolved by the Commission of the City of Battle Creek:

 

The lowest responsive, responsible bid for Taxiway C Rehab and Lighting project is accepted from Hoffman Bros. Inc., in an estimated amount of $3,215,557.23, with unit prices prevailing. The City Manager is authorized to execute Contract No. 2018-074B, which will be paid from the following account:  580.20.5381.801.010, project code APPORT-TXWYC-CONST.

 

The City Manager or her designee is also authorized to approve change orders for up to 5% in aggregate for City-initiated and pre-approved changes for unforeseen field conditions that are not itemized in the contract.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION

The solicitation was issued February 15, 2018, for the above-mentioned project. This project consists of the removal of 4” - 12” of existing pavement, replacing with a full pavement section including 21” sand, 8 “gravel, and 5” of asphalt, installation of underdrain, regarding the safety areas associated with Taxiway C, an addition to the run-up pad and removal and replacing of taxiway edge lights and signs. 

 

Copies of the IFB were provided to six contractors and four construction plan houses. Construction companies and the trades subscribe to planhouses to be aware of all jobs being bid around the region.    In addition, an advertisement was placed in the Battle Creek Enquirer and on the City’s website.  Bid responses were due on April 27, 2018.

 

A bid tabulation is attached.

The bids were reviewed by Larry Bowron, Transportation Director, and Jeff Thoman, Engineer Mead Hunt, Consulting Engineering Firm.   A recommendation was made to accept the lowest, responsive, responsible bid from Hoffman Bros., Inc.  I concur with the department’s recommendation that contract award to this firm would be in the best interest of the City of Battle Creek.
