A Resolution accepting the proposal of best value for Airport Strategic Business Plan Implementation from R.A. Wiedemann & Associates, Inc., in a not-to-exceed amount of $77,000.

Resolved by the Commission of the City of Battle Creek:

 

The proposal of best value for Airport Strategic Business Plan Implementation is accepted from R.A. Wiedemann & Associates, Inc., in a not-to-exceed amount of $77,000.00.  The City Manager is authorized to execute Contract No. 2018-055R.


The City Manager is also authorized to execute change orders up to 10% in aggregate for City-initiated and pre-approved change orders for changes in scope.









I, Victoria Houser, City Clerk of the City of Battle Creek, hereby certify the above and foregoing is a true and correct copy of a Resolution adopted by the Battle Creek City Commission at a Regular meeting held on May 15, 2018.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION

The solicitation was issued February 16, 2018, for a firm to implement several goals and objectives included in the recently completed Strategic Business Plan for the city’s airport, W.K. Kellogg Airport.

 

Copies of the RFP were provided to seven firms and put on the City’s website. Proposals were due on March 7, 2018. Responses were as follows:

The Quotient Group

Copies of the proposals were sent to the following selection committee members for tentative scoring against the evaluation criteria stated in the RFP.

Larry Bowron, Transportation Director 
Miles Weaver, Airport Operations Manager

Committee members met on April 3, 2018, and discussed the two proposals.  Committee members tentatively and individually scored the proposals relative to the evaluation criteria published in the RFP.

After discussion, the committee members came up with consensus scores out of 100, as follows:

68 The Quotient Group

The Quotient Group did not seem to understand the scope of work included in the RFP, and they also confused our airport with the commercial airport in Kalamazoo.

Larry Bowron talked to R.A. Wiedemen and is comfortable that they understand the scope of work and have the capacity provide the contracted services.  The not-to-exceed fee of $77,000 is all-inclusive.

The Committee and Purchasing agreed that award to R.A. Wiedemann & Associates, Inc., would be in the best interest of the City of Battle Creek.
