A Resolution accepting the proposal of best value for Parking revenue and control system from Traffic Safety and Control Systems, Inc., in a not-to-exceed amount of $88,774.00.

BATTLE CREEK, MICHIGAN - 5/15/2018

Resolved by the Commission of the City of Battle Creek:

 

The proposal of best value for parking revenue and control system is accepted from Traffic Safety and Control Systems, Inc., in a not-to-exceed amount of $88,774.00.  The City Manager is authorized to execute Contract No. 2018-053R, which will be paid from 408.21.4096.971.040.

 

The City Manager is also authorized to execute all future service agreements beyond the two-year warranty for the life of the product, as well as up to 10% in aggregate of change orders for City-initiated and pre-approved changes in scope.









I, Victoria Houser, City Clerk of the City of Battle Creek, hereby certify the above and foregoing is a true and correct copy of a Resolution adopted by the Battle Creek City Commission at a Regular meeting held on May 15, 2018.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION
The solicitation was issued February 8, 2018, for a parking revenue and control system solution for a single-surface lot located at the City’s Intermodal Transportation Center (ITC), 119 McCamly Ave. 

Copies of the RFP were provided to fifteen firms and put on the City’s website. Proposals were due on March 6, 2018. Responses were as follows:

Light and Bruening
Parking Boxx
Traffic Safety and Control

Copies of the proposals were sent to the following selection committee members for tentative scoring against the evaluation criteria stated in the RFP.

Rich Werner, Transit Manager
Merritt Wilson, Transit Maintenance Supervisor
Larry Bowron, Transportation Director 
Ryan Stange, Network Architect, Information Technology

Committee members met on March 27, 2018, and discussed the proposals.  Committee members tentatively and individually scored the proposals relative to the evaluation criteria published in the RFP.

After discussion, the committee members came up with consensus scores out of 100, as follows:  

93  Traffic Safety and Control
86  Light and Bruening
78  Parking Boxx

The Committee was interested in further discussions with the top-scoring firm, so an interview was held on April 17, 2018.  The Committee unanimously agreed to award the contract to Traffic Safety and Control, and I agree that award to this firm would be in the best interest of the City of Battle Creek.
