Resolved by the Commission of the City of Battle Creek:

 

The lowest responsive, responsible bid for various demolitions is accepted SC Environmental Services, LLC., in a not-to-exceed amount of $68,397.14. The City Manager is authorized to execute Contract No. 2018-071B, which will be paid from the following:

 

92 Main and 276 Michigan - 101.12.3880.801.310 General fund demo

119 Somerset - 217.12.6207 CDBG 17 Demo.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION
The solicitation was issued March 23, 2018, for the above-mentioned project. This project consists of the demolition of the following properties:

276 E. Michigan
92 Main St.
119 Somerset Ave.

Copies of the IFB were provided to eleven contractors and four plan houses. Construction companies and the trades subscribe to planhouses to be aware of all jobs being bid around the region.  In addition, an advertisement was placed in the Battle Creek Enquirer and on the City’s website.  Bid responses were due on April 17, 2018.  A bid tabulation is attached

When the City bids for demolition of various properties, it’s generally cheaper for us to award by “low bid per property.”  However, we also include on every price sheet, an option for all bidders to provide a % off if they were to be awarded all properties.  This option is voluntary, and the City very clearly states that we reserve the right to award either method, whichever is in our best interest.  

The bid tabulation shows both options, with details on the percentages offered (or not) by each bidder.  To summarize for this bid:

Awarding by “low bid per property”:  $69,091.00
Awarding with “% off for all bids” options calculated: $68,397.14


A recommendation was made to accept the lowest, responsive, responsible bid from the above-mentioned company, and I believe this to be in the best interest of the City of Battle Creek.
