A Resolution accepting the lowest responsive, responsible bid for the 2018 Pavement Rejuvenation Program project from Pavement Maintenance Systems, LLC, in an estimated amount of $58,351.90, with unit prices prevailing.

BATTLE CREEK, MICHIGAN - 6/5/2018

Resolved by the Commission of the City of Battle Creek:

 

That, the lowest responsive, responsible bid for 2018 Pavement Rejuvenation Program project is accepted from Pavement Maintenance Systems, LLC in an estimated amount of $58,351.90, with unit prices prevailing. The City Manager is authorized to execute Contract No. 2018-078B, which will be paid from account 403.22.4031.801.310 Local Streets Capital Projects.

The City Manager or her designee is also authorized to approve change orders for up to 5% in aggregate for City-initiated and pre-approved changes for unforeseen field conditions that are not itemized in the contract.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION

The solicitation was issued April 30, 2018, for the above-mentioned project. This project consists of work that will take place on various local city streets throughout the City of Battle Creek.  This will include placing a pavement rejuvinator, using materials specified by the Engineer.

 

See attached memo for more details on the streets scheduled for work.


Copies of the IFB were provided to two contractors and four construction plan houses. Construction companies and the trades subscribe to planhouses to be aware of all jobs being bid around the region.    In addition, an advertisement was placed in the Battle Creek Enquirer and on the City’s website.  Bid responses were due on May 24, 2018.


The bids were as follows:

$58,351.90  Pavement Maintenance Systems

The bids were reviewed by Eric Campbell, Civil Engineer City of Battle Creek.  A recommendation was made to accept the lowest, responsive, responsible bid from the above-mentioned company.  I concur with the department’s recommendation that contract award to this firm would be in the best interest of the City of Battle Creek.
