Resolved by the Commission of the City of Battle Creek:


that, the lowest responsive, responsible bid for 2018 Rehabilitation and Sidewalk Program project is accepted from Lakeland Asphalt Corporation in an estimated amount of $1,179,724.35 with unit prices prevailing. The City Manager is authorized to execute Contract No. 2018-077B, which will be paid from the following accounts:

$695,344.35 - 403.22.4031.801.310 Local Streets Capital Projects 
$382,026.50 - 440.61.9923.801.310 BCU Ft. Custer Area Street Resurfacing 
$102,353.50 - 641.27.9330.931.120 DPW Parking Lot

The City Manager or her designee is also authorized to approve change orders for up to 5% in aggregate for City-initiated and pre-approved changes for unforeseen field conditions that are not itemized in the contract.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION

The solicitation was issued April 20, 2018, for the 2018 Rehabilitation and Sidewalk program. This project consists of work that will take place on various Local and BCU streets throughout the City of Battle Creek as well as the parking lot at The Department of Public Works. This will include resurfacing/reconstructing, using materials specified by the Engineer. Tree removal/replacement as well as spot curb and sidewalk repair will be done as well at the direction of the Engineer.  


More detail can be found in the attached support memo from Eric Campbell.


Copies of the IFB were provided to two contractors and four construction plan houses. Construction companies and the trades subscribe to planhouses to be aware of all jobs being bid around the region.    In addition, an advertisement was placed in the Battle Creek Enquirer and on the City’s website.  Bid responses were due on May 25, 2018.


A bid tabulation is attached as a support memo from Eric Campbell.

The bids were reviewed by Eric Campbell, Civil Engineer City of Battle Creek.  A recommendation was made to accept the lowest, responsive, responsible bid from the above-mentioned company.  I concur with the department’s recommendation that contract award to this firm would be in the best interest of the City of Battle Creek.
