That the City Manager is authorized to execute Michigan Department of Transportation (MDOT) Federal/State/Local Grant contract no. 2018-0552 and all related documents which provide funds to reconstruct the pavement and lighting for Taxiway C, phase II (from twy D to rwy 5L) including twy connector D.

BUDGETARY CONSIDERATIONS

This contract provides federal funds from the FAA Airport Improvement Program and Michigan State Aeronautics Fund.  The contract also requires matching funds from the Local sponsor, the City of Battle Creek.  The table below indicates the total share amounts for this contract as provided by MDOT in the project narrative submitted with the grant application.  The local share will be paid for out of the airport enterprise fund.

HISTORY, BACKGROUND and  DISCUSSION

This pavement was identified in the last pavement condition index survey (2015) as being one of the poorest on the airfield. At that time Taxiway C, from TWY D to RWY 5L, was rated a 33, which is well below minimum service condition. These taxiways are also very critical to the airport, as most air traffic must transit these taxiways to get to Duncan Aviation (FBO). The Taxiway C edge lights and lighting circuit have exceeded their useful life.

 

At the 5/15/18 meeting of the City Commission, Resolution 165 approved a contract with Hoffman Brothers, Inc. to construct the Taxiway C phase 2 improvements.  The purpose of this grant is to provide the funds to complete that work. 

 

The portion of the funding labeled "local only" will provide for improvements to the airport's ground engine run-up area.  The improvements will enlarge the run-up area to allow for the proper safety clearances between aircraft and install a jet blast fence.
