A Resolution authorizing a contract for building automation system replacement from Johnson Controls, Inc., in a not-to-exceed amount of $122,800.

BATTLE CREEK, MICHIGAN - 7/3/2018

Resolved by the Commission of the City of Battle Creek:

 

That, the City Manager is authorized to execute contract #2018-088C with Johnson Controls, Inc., for building automation system replacement from Johnson Controls, Inc., in a not-to-exceed amount of $122,800, which will be paid from 401.01.4258.971.040.

The City Manager is also authorized to enter into maintenance agreements for the life of the product, starting in year 2 for $7330, with an approximate 1.5% increase for subsequent years.

BUDGETARY CONSIDERATIONS

HISTORY, BACKGROUND and  DISCUSSION
City Hall requires a replacement of its building automation system.  Our current system was installed over 10 years ago and is no longer working properly along with being incompatible with current technology. The attached memo from Katie Norton, Reprographics/Facility Manager, provides more detail.

City Hall and the Police Department share a heating and cooling system, with the boiler and air conditioner being located in City Hall.  The new police building was built with a Johnson Controls building automation system, thus it is prudent for City Hall to install the same control system, for continuity and control system integration.

The price of $122,800 provides complete hardware/software engineering, installation drawings, as-built drawings, system testing, commissioning, and one-year of service and warranty.

The City’s Administrative Code allows for purchases outside of the City’s bidding process if it is in the city's best interest to do so, but it requires City Commission approval if over $50,000.  It is in the city's best interest to contract with Johnson Controls, Inc., for the reasons stated above.
