Resolved by the Commission of the City of Battle Creek:
The Commission received an updated business plan and proposed budget for Dickman Road Business Improvement District (BID) on July 3, 2018. On January 10, 2019, a revised business plan proposed budget was received. This Resolution amends Resolution No. 196 of July 17, 2018. This revised plan outlined improvements and marketing strategies needed for this district. The district includes land in the cities of Battle Creek and Springfield. The Commission also received a report of the past special assessment projects for the BID showing a five-year summary of the assessments, payments and transfers of unpaid installments to the tax rolls, as required by State law. The City Manager prepared a report about continued improvements planned for the district. Her report includes all of the information required by Section 216.05 of the Codified Ordinances of Battle Creek. The Commission reviewed the submitted reports and tentatively determines it is necessary to continue constructing and maintaining improvements in the 2019 Dickman Road BID. The Commission now approves the Business and Marketing Plan and the plans, specifications, cost estimates and methods of assessment recommended in the City Manager's report. The Commission also determines the following:
1. The estimated cost of the improvement is $310,875.
2. The estimated life of the improvements is not less than ten (10) years.
3. The City shall spread approximately $200,875 of the cost over the special assessment districts. No portion of the cost will be the general obligation of the City.
4. There will be five (5) annual installments for this project. The estimated late fee to be charged on unpaid installments is 6.00%.
5. Unpaid installments will be placed on the following successive Summer Tax bill
6. This special assessment district is tentatively designated as Roll I-019, Dickman Road from M-66, westerly to city limits.
The Commission now directs the City Assessor to prepare a special assessment roll according to this Resolution and the applicable code.
