Since 2001 the City has been using the TRM for site development improvements and stormwater management. The TRM was developed to meet the national requirements of the 1972 Clean Water Act as overseen by EGLE. To be compliant with the current MS-4 permit, significant revisions were required for the TRM.
The changes improve water quality and volume control as well as give prominence to the use of low-impact design, and detention basins over problematic retention basins. Rules have been set to discourage retention basins as the sole method for stormwater management.
The TRM was developed with Sewer and Water (SAW) grant funds from EGLE. Calhoun County agencies co-collaborated on revisions to be used with their stormwater requirements.
This TRM has been on the City's website for the last few months with no public comments.
