Resolved by the Commission of the City of Battle Creek:

 

The proposal of best value for airport planning, engineering design, and construction administration services for all necessary work required to complete the construction of Taxiway M from Taxiway D to Runway 5L is accepted from Mead Hunt at the Battle Creek Executive Airport at Kellogg Field. The City Manager is authorized to execute Contract No. 2020-055Q in the estimated amount of $238,856.10 with unit prices prevailing for pre-construction, contingent upon receiving a grant from FAA for this project.

The City Manager is also authorized to execute contract amendments for construction administration.

HISTORY, BACKGROUND and  DISCUSSION
Resolution #236 dated 10/1/19 approved a general contract with Mead Hunt for architectural/engineering services at the Battle Creek Executive Airport at Kellogg Field. As the projects under that contract will be funded through MDOT/FAA, we were required to adhere to the Brooks Act in the selection of the firm to be used.  The Brooks Act is a Federal law that requires that architectural/engineering (A/E) firms be selected based solely upon their competency, qualifications and experience as the agency (without consideration to price), using a Request for Qualifications process (RFQ).

FAA will require a specific RFQ for the Taxiway M project presented tonight because it was not specifically listed in our general RFQ 2020-010Q.  We have done that RFQ in anticipation of receiving the grant money for that project.  It’s vital to have Mead Hunt in place if the grant is received, which is why we are presenting this for approval.  We will not award the contract if we do not receive the grant.

Copies of the RFQ were provided to twelve contractors.  In addition, an advertisement was placed in the Battle Creek Enquirer, the City’s website.  Bid responses were due on March 31, 2020.  We received one proposal:  Mead Hunt.

The selection committee was comprised of:  Larry Bowron, Airport Director; Miles Weaver, Airport Operations Manager.  The Committee met (Zoom) on April 13, 2020, to discuss the evaluation of the proposal against published evaluation criteria.  Mead Hunt scored 393 out of 400 possible points.  An interview was not necessary, as Mead Hunt has been satisfactorily providing A/E services for the WK Kellogg Airport for many years.  Mead Hunt then provided their hourly rates, as required by the Brooks Act, and the rates were comparable to previous years’ rates and the current market.

Larry Bowron, Airport Director recommends award to Mead Hunt for this project, and I concur.
