Resolved by the Commission of the City of Battle Creek:
In 2020 the City of Battle Creek was allocated $30,545,339 in American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) to provide support to local units of government in responding to the economic and public health impacts of COVID-19. At the direction of the city commission, the city set aside $7,993,004 of ARPA funds to fund eligible projects submitted by local organizations. The city received 31 funding requests that were subsequently evaluated and prioritized by the city commission. Based on the results, city staff has development two funding options for commission consideration.
This Resolution authorizes the use of $7,993,004 in ARPA funds as sub-awards for various community sponsored projects in response to the negative economic impact caused by the COVID-19 public health emergency. This Resolution further stipulates that the funds for sub-awards will be used only for those projects approved by the city commission in this resolution in the amounts specified for each project. Furthermore, the City Manager is authorized to execute a sub-award agreement with each sub-recipient in a form approved by the City Attorney.

| BUDGETARY CONSIDERATIONS
| This Resolution authorizes $7,993,004 in ARPA funds as sub-awards for various community sponsored projects. All projects funded will be charged to Fund 223.
| HISTORY, BACKGROUND and DISCUSSION
| In 2020 the City of Battle Creek was allocated $30,545,339 in American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) to provide support to local units of government in responding to the economic and public health impacts of COVID-19. The funds may be used to address COVID-19 and its impact on public health as well as addressing economic harms to households, small businesses, nonprofits, impacted industries, and the public sector.
At the direction of the city commission, the city set aside $7,993,004 of ARPA funds for sub-awards for eligible projects submitted by local organizations. The city held a series of town halls in the last quarter of 2021 to receive public input on funding priorities and to allow local organizations to submit funding requests. Organizations seeking funding were required to provide a general project overview, followed by supplemental information addressing the extent to which their project addressed the negative economic impacts of the pandemic and any use of evidence in the formation of their request. Applicants were also asked to provide budgetary information and to identify funding partners or other ways in which they proposed to leverage ARPA funds.
The city received 31 funding requests that were subsequently evaluated by the city commission for alignment with the city’s priority based budgeting community Results and Ideas recommended by the public during town halls. Projects were also evaluated for alignment with ARPA spending guidelines. Using a scoring rubric based on the above mentioned criteria, commissioners have cumulatively ranked the proposed projects in order from highest priority to lowest.

| Based on scoring results, staff is providing the commission with two funding options for consideration. The first option provides full funding for each of the top twelve ranked projects based on the funding request of the applicant. The thirteenth ranked project is funded at $320,441. The second option funds the top 21 ranked projects with modifications to funding for seven of the projects.

Each of the applicants authorized for sub-awards will be required to enter into a sub-recipient agreement with the city specifying the allowable use of the funds, any restrictions, along with the sub-recipient’s obligation to comply with spending guidelines.
