| A Public Hearing to obtain community input on the City's 2025-2029 Consolidated Plan and 2025 Annual Action Plan for the federal Community Development Block Grant Program (CDBG) and the HOME Investment Partnership programs.
| BUDGETARY CONSIDERATIONS
| There are no considerations for the City's general fund.
The City receives approximately $1.2 million each year in Community Development Block Grant funds and $260,000 in HOME Investment Partnership funds. The proposed use of funds or budget for the 2025 Program Year (July 1, 2025-June 30, 2026) is attached.
Administrative funding from these programs provides a significant portion of salaries and benefits for five City staff positions in Community Development, and funds 22% of the City's budget for Code Compliance (funds a portion of five Code Compliance officers).
| HISTORY, BACKGROUND and DISCUSSION
| The Citizen Participation Plan for the Community Development Block Grant and HOME Investment Partnership requires the City to hold three public hearings a year, one on Housing and Community Development Needs, one for the Annual Action Plan/Consolidated Plan, and one for the Consolidated Annual Performance and Evaluation Report (CAPER).
Title I of the Housing and Community Development Act of 1974, as amended, and the Cranston-Gonzalez National Affordable Housing Act of 1990, require the City of Battle Creek to obtain the views of citizens on the housing and community development needs for Battle Creek, by holding a Public Hearing on such needs prior to approval of the 2025 Program Year Annual Action Plan and the five-year 2025-2029 Consolidated Plan.
The City published notice of the April 15th Public Hearing in the SHOPPER News on the March 27 and April 3, 2025 issues and in the March 28 edition of the Spanish-language newspaper, Nueva Opinion.
The City also published the Public Hearing notice and the proposed use of funds for 2025 on its website starting on March 27, 2025. In addition, the City made social media posts about the Public Hearing.
